Esta semana se llevó a cabo un encuentro entre los representantes indígenas de la Organización Regional AIDESEP Ucayali (ORAU) -ente legal representativo de los pueblos originarios de la región Ucayali-, el equipo técnico de la Asociación PROPURÚS -institución aliada que viene apoyando a ORAU en diversos proyectos de desarrollo para la población indígena-, y los líderes indígenas de la aldea brasileña Apiwtxa, con el fin de articular acciones de defensa frente a la amenaza a la vida indígena que representa la construcción de la carretera Nueva Italia – Puerto Breu.
Apiwtxa es una aldea que se ubica en la frontera de Brasil, en la tierra indígena Kampa del Río Amonia, en el municipio de Marechal Thaumaturgo, Estado de Acre, y alberga a aproximadamente 800 indígenas del pueblo Asháninka, cuyas vidas se encontrarían en peligro debido a la violación de sus derechos al no ser consultados previamente sobre la construcción de la carretera que pretende unir ambos países. Pues, pese a contar con la titulación de sus territorios, ahora ambos gobiernos pretenden irrumpir sus tierras, poniendo en peligro la vida en comunidad, vulnerando así sus derechos legítimos.
Esta carretera fue aperturada hace más de dos décadas por la empresa maderera Forestal Venao, en los años 90′ en Nueva Italia, en el distrito de Tahuanía, provincia de Atalaya, con la finalidad de ser tránsito para la extracción de madera de manera ilegal. Con el paso de los años y tras el quiebre de la empresa, la carretera quedó abandonada y pasó a ser usada por colonos como medio de tránsito para otras actividades ilegales, siendo la principal el narcotráfico.
Esa reunión surgió luego que el Congreso de la República del Perú aprobara el proyecto vial en la Amazonía que declara como necesidad pública e interés nacional la construcción de tres carreteras que afectarían directamente territorio indígena peruano y brasileño.
Cabe mencionar que este proyecto de Ley es consentido pese a vulnerar el derecho a la consulta previa a los hermanos indígenas, y llega incluso a ignorar los estudios de impacto ambiental que diversas organizaciones que protegen el medio ambiente han realizado, los cuales confirman las inconsistencias técnicas y económicas, así como los riesgos que dicha carretera traería en las poblaciones indígenas.
Durante el encuentro, los líderes indígenas expusieron los peligros que traería la construcción de las carreteras entre Brasil y Perú, y cómo esto afectaría potencialmente al medio ambiente. Por una parte, el líder indígena del pueblo Asháninka, Francisco Piyãko -coordinador de la Organización de Pueblos Indígenas del Río Juruá- expresó su malestar por el tramo que pretende construirse
desde Pucallpa-Cruzeiro do Sul, alegando que dichas iniciativas solo atienden intereses políticos y empresariales y no aportan ningún beneficio a la población indígena.
Por otro lado, Berlín Diques Ríos, presidente de la ORAU, afirmó que las carreteras vienen siendo financiadas por grupos vinculados al narcotráfico y la tala. Evocó también a los líderes indígenas que fueron asesinados por la defensa de sus territorios, y manifestó que las amenazas se han incrementado ante la lucha por el respeto de sus derechos fundamentales. Asimismo, instó a la necesidad de buscar otras formas de desarrollo para la Amazonía y unir fuerzas entre ambas culturas.
Finalmente, el ente legal representativo de los pueblos indígenas en Ucayali, la ORAU, la Asociación ProPurús y los representantes de la aldea brasileña Apiwtxa, se comprometieron a unir fuerzas en la lucha por el respeto de sus derechos y a la soberanía de los pueblos originarios de ambas naciones.
